City eyes 'Modell Law' to block Browns' move

Cleveland Mayor Justin Bibb sent a letter to owners Dee and Jimmy Haslam, saying the city intends to invoke the "Modell Law" to prevent them from leaving the Browns' current lakefront stadium.
